Part 'A' of the Plan, which the National Development Council pruned to Rs. 4,500 crores three months ago, contained an internal resources gap of Rs. 240 crores of which the Centre agreed to meet Rs. 100 crores and the states the balance.
The Centre's liability of Rs. 100 crores was to be met as follows: Rs. 40 crores from fresh taxation and the balance from borrowing and economies in expenditure.
